Looking for the Cheapest HR System in the Philippines? Compare the Full Cost

Searching for the cheapest HR system in the Philippines is a practical starting point. The next step is comparing what your team will actually pay—and which daily tasks that price covers.

What does “cheapest” mean for your team?
The lowest advertised fee may cover a different set of features from the package you need. Some teams only need employee records and attendance. Others also need payroll, branch management, recruitment or a connection to another business system.
Define your must-have workflows first, then ask vendors to price the same scope. This guide provides a comparison method and ElevenOS examples; it is not a ranking of every HR system or a claim that ElevenOS is the cheapest provider.
Start with the monthly total
For a plan with a platform fee and an employee charge, multiply the billable employee count by the employee rate, then add the platform fee. If a plan has a minimum headcount, use that minimum even when your team is smaller.
For example, ElevenOS Starter is ₱1,490 plus ₱79 per active employee monthly. With 10 billable employees, that comes to ₱2,280/month. Payroll and payslips start on Growth, rather than Starter.
| Employees | StarterHR + attendance | GrowthIncludes payroll | BusinessMulti-branch |
|---|---|---|---|
| 10 | ₱2,280 | ₱3,780 | ₱6,680 |
| 25 | ₱3,465 | ₱5,715 | ₱9,965 |
| 50 | ₱5,440 | ₱8,940 | ₱15,440 |
| 100 | ₱9,390 | ₱15,390 | ₱26,390 |
Monthly billing, in PHP. Includes the platform fee and employee charges. A 10-employee minimum applies. Annual billing options are on the pricing page. Confirm taxes and any implementation or integration fees in your proposal.
Compare inclusions before comparing totals
Ask each vendor to mark which features are included in the quoted plan and which require an add-on, another plan or implementation work. Evaluate the features you will use this year, rather than paying attention only to the longest feature list.
- Core HR: employee records, documents, onboarding and self-service.
- Time: schedules, attendance, leave, overtime and approval workflows.
- Payroll: pay rules, deductions, payslips and required exports.
- Operations: branches, reporting, permissions and review history.
- Support: setup assistance, training and agreed response arrangements.
Build a first-year budget
Add twelve months of subscription charges to any one-time setup, import, training or integration fees. Confirm applicable taxes and the price when headcount grows. Ask how inactive employees, minimums, renewal terms and cancellation are handled.
Your team’s effort also matters. Include the time needed to clean employee data, verify opening leave balances and review a sample payroll cutoff. A low subscription price does not remove the work required for an accurate rollout.
- Recurring: subscription, required modules and support fees.
- One-time: implementation, data migration and training.
- Connected systems: devices, integration setup and ongoing maintenance.
- Contract details: taxes, billing interval, headcount changes and renewal terms.
Ask the team to try it
A short demo should show the ordinary work: an employee clocks in, a manager approves leave, HR corrects a missing punch and payroll reviews the period. Let users try the navigation and notice whether labels and actions are clear.
ElevenOS connects People, Time, Payroll and Requests in one workspace. Starter can suit teams evaluating core HR and attendance, while Growth adds payroll. Review Business or Enterprise when your requirements include additional branch, compliance or integration workflows.
Take this checklist to your next demo
Send the same brief to each shortlisted provider. It makes proposals easier to compare and reduces surprises after the demo.
- Current employee count and expected growth over the next year.
- Branches, shifts and the attendance devices or phones in use.
- Must-have HR and payroll workflows, with a sample cutoff.
- Source spreadsheets and the historical records to retain.
- Required bank, agency or third-party connections.
- Target launch date, implementation owner and support needs.
